Both used in different situations. But in my personal opinion, return is. Only cost 5 energy, but 20 recharge time. Were as recall, its 15 energy and 10 sec recharge time.
I usually have return in my build for pve, but when i'm running, such as a fow chest run, i usually have both on me. I cast recall just incase i get left behind and than get back to them in no time :P

i personaly prefer recall ATM. with return if you need to bug out of a fight fast, you have to select a teammate while your getting hammered and you have enough energy to throw it (probly won't be a problem, but if you've been dukeing it out for a while might mean life or death) - whereas - with recall if you're getting hammered you can drop it without wasteing time picking who to teleport too or worrying if you have enough energy.
i actually use it as part of my stragity, i anchor it too my monk and when my tanks have drawn agro, i run in and deal out a 119 pt combo across the whole line of foes, and then drop it b4 they switch their agro to me.

Simply hotkey your party members... mash a key, then hit the button for return. Might be sufficient to save you in an "OH SHIT" situation.

i like recall better. For most of the same reasons wildmouse has said. Its alot easier to just drop the enchant then click on party member and then hit it. And the hotkey could be a soulution but you may have to change that for every group. If you hot key it to party member 4 which is the monk this time. next time it could be a warrior. Since recall is an enchant if enemy strips it you get easy tele back without the hassle.

Both have their pros and cons:

- Longer range, since you can maintain enchantment over the distance of over the radar's radius
- Faster recharge
- Can maintain on different target to teleport to different locations fast
Cons:
- High energy cost
- Maintained energy cost
=== Return ===
Pros:
- Fast cast
- Use anytime
Cons:
- Slow recharge

i'd also add another con to recall - and that's if the person you have it cast on dies and you're not expecting it.. you get teleported next to the guy that killed him with a lot of confusion to what just happened.
i usually anchor to the monk, so if i see his health falling i drop it imediately and help him out.. but i had it on a ranger the other day cuz i was expecting an attack from the back, that was so late that i stoped worrying about it, then blamo.
even with this occassional problem, i still prefer recall over return.
